Objectives The project will develop a set of materials or resources that would aid in making LAs aware of the key milestones and decisions to be made in transitioning to Net Zero.These materials would help LAs:improve knowledge on the role of different types of energy projects available and high level impactsunderstand the complexities in future strategic options better so that they can identify the linkages between local decisions and national energy infrastructurenarrow down their immediate options for low carbon local energy systems in a time and cost-efficient mannerconsider how the pros and cons of different energy projects might compare with each other and how these may meet the LAs objectives (e.g. fuel poverty, CO2 reduction, etc) The project will be a two-phased approach to improve the understanding and speed of LA energy projects, in the context of network planning for a Net Zero future. LAs will have central role to play in a localised energy future and so their role is a key enabler of the energy transition. The project will be completed in three-phases, the first two being shorter, information gathering and the third phase being the delivery and build of the toolPhase 1A: Understanding the needs of both LAs and WWU.This stage would be to develop a clear picture of LAs needs and opportunities, the market opportunity for local energy projects in the role of the energy transition and the potential business opportunities for WWU and other GDNs. The reason for this is that any tool or material needs to consider the historic challenges of engagement between GDNs and LAs, and the likely future challenges, given need to decarbonise heat and legislating for Net Zero. Phase 1B: Developing specifications for the tool.Building from the findings in Phase 1A, this section will develop the key content and output specifications for the tool and materials, to be delivered in Phase 2.This phase will produce a minimum requirements specification and a high-level specification on the content (e.g. topics covered, wireframes of functionality), format (type of tool, likely to be hosted online) and dissemination plan.Phase 2: Producing new tools, material and engagement activities.This phase is about taking an agreed high-level specification and costing of the key options at the end of Phase 1B and working this to delivery. Content creation - including layout, design and writing of materials, functionality review Development of Online tool Marketing plan to launch tools and materials with target groups. These could include focussed LA engagement activities such as workshops, training sessions, press release webinars, social media etc. Output: A tested tool and materials that can be used by LAs to understand, plan and choose energy projects in the context of network planning To create a set of innovative tools and materials that will help engagement between networks and LAs to benefit community planning for the energy system of the future and the role we both play in helping to achieve Net Zero
